Supplementary Estimates, 1988. - Private Members' Time and Priority Questions: Motion.

I move:

That the Order of the Dáil of 16th June, 1987, in relation to Priority Questions and Private Members' Time, as amended by an Order of the Dáil of 17th December, 1987, is hereby amended by the substitution of ‘until the adjournment of the Dáil for the Christmas Recess' for ‘until the adjournment of the Dáil for the Summer Recess'."

I wish to register my objection to the continuation of this change in Private Members' Time which was made last year and which it is now sought to continue until the end of the year.

There is no debate on this matter, I thought you were raising a question.

This is a major change——

It has been decided by the House that there will be no debate on this motion.

I wish to strongly protest——

The Deputy is acting in violation of a decision of the House a short time ago.

On a point of order, as the motion is being taken without debate, is it in order to propose my amendments without debate?

I move amendment No. 1:

"To add a new paragraph to the motion as follows:—

‘(2) by the addition of the following to paragraph (3) of the Order—

"Provided that recognised parties, other than groups, shall be entitled to two days' private members' time each session and independent members, not included in a group or recognised party, shall be entitled to share one day's private members' time".'."

I second that proposal.

I move amendment No. 2:

To add a new paragraph to the motion as follows:—

‘( ) by the addition of the following new paragraph to the Order—

"(4) It shall be a proviso to paragraph (2) of Standing Order 34 that, where priority questions are completed before 3.45 p.m., ordinary questions shall be resumed until 3.45 p.m.".'."

I second that proposal.

I move amendment No. 3:

"To add a new paragraph to the motion as follows:—

‘( ) by the addition of the following new paragraph to the Order—

"(5) It shall be a proviso to Standing Order 40 that, where an ordinary question is taken in conjunction with a priority question during priority question time, the Deputy in whose name the ordinary question stands shall be permitted to ask supplementary questions".."

I second that proposal.
