asked the Taoiseach if he will consider introducing a roll of honour or honours list, whereby suitable recognition could be given to men or women who, by their efforts in sporting, cultural, artistic and business disciplines have brought distinction to this country; and if he will make a statement on the matter.

As I indicated to the House on 2 February last, this matter is not under consideration.

Again I understand the Taoiseach's view on the matter, but would it not be an appropriate time to reconsider that issue in view of the fact that quite a number of Irish people have over the past number of years distinguished themselves in international fields of various types and that in recognition we as a nation should be in a position to grant them some special status or honour whereby their efforts could be readily recognised?

It is a big gap in our system that we have not got such a provision but, as the Deputy knows, the issue has been approached on a number of occasions without success. I am always prepared to have another attempt at it and I agree with the Deputy that it is disappointing from time to time when some Irish person brings great honour, glory and distinction to the country that we cannot award such person some honour which would recognise that fact. On the other side it is equally disappointing that citizens who give service internally above and beyond the norm should not be recognised, but in the past this matter has proved to be a difficult one to deal with.

With regard to the Taoiseach's reference to the difficulties that have arisen in arriving at a formula to introduce such a system, could he see an all-party committee of the House being involved or having any role to play in working out the difficulties that have existed and trying to arrive at an accepted formula which would be in accordance with the sentiments expressed in the question?

I do not know about a committee, but anything that would be done would have to be done on an all-party basis.

Finally, would the Taoiseach be prepared to encourage within the House discussions between the political parties with a view to reaching agreement?

Maybe during the recess we could have some sort of informal discussions between the party leaders as a first step, but I warn the Deputy not to be optimistic.
