asked the Minister for the Environment the total sum of money allocated by his Department in respect of rate support grant to each local authority in the country for each of the year 1987 to 1988; the sum allocated to each local authority for the year 1989; and in respect of each such local authority the percentage increase or reduction in the allocation as between the sum allocated for 1988 and the sum notified as allocated for 1989.

1. The figures shown for 1987 and 1988 are the rate support grant allocations notified to local authorities.

The allocations for 1988 include the adjustments made as a consequence of the enactment of the Local Loans Fund (Amendment) Act, 1987 which reflect the writing off of amounts of loan charges on capital loans principally for Sanitary, Fire and Library Services normally met from local authorities own resources together with adjustments for credit and debit balance owing to or due by local authorities in respect of housing subsidy.
3. The individual rate support grant allocations notified to local authorities for 1989 include an increase for the incorporation of the Contribution in Lieu of Rates on State Property as part of the rate support grant for the first time. Excluding this adjustment and discounting the effects of the adjustments in respect of balances of housing subsidy made in 1988 and referred to at 2 above, the comparison in percentage terms between the 1988 and 1989 allocations indicates a reduction in 1989 of 10.5 per cent in the case of Dublin Corporation, 11.4 per cent in the case of Dublin County Council and a reduction of approximately 5.15 per cent in the case of other local authorities.
4. Payments on foot of the 1989 allocations will fall to be adjusted in individual cases later in line with rates which are expected to be levied on ESB directly for the first time in 1989 in respect of its generation and distribution network.
