asked the Minister for Defence the number of IRA and Cumann na mBan survivors in receipt of special allowances; the annual cost to the Exchequer of same; and if he will waive the annual review of means which has resulted in a number of veterans either having these allowances reduced or terminated.

Limerick West): The number of Old IRA and Cumann na mBan survivors in receipt of a special allowance under the Army Pensions Acts, at present is 1,398. The current annual cost to the Exchequer of the payment of special allowances is about £1,600,000.

Special allowances were introduced to give a measure of support to veterans of the War of Independence, who on account of age or incapacity, are not in a position to support themselves. A means test is, therefore, essential to ensure that the maximum allowances are paid to the persons whose need is greatest.

Special allowances once granted are reviewed every four years only. The reason for the review is to ensure that the allowance is only retained where it is needed. It can happen that a person's means can alter substantially over the years. I do not propose to waive the periodic review of means.
