asked the Minister for the Marine the sanctions which are available to him to control and regulate the dumping of fish and waste by boats visiting and using Irish fishing ports.

The Fishery Harbour Centres (Management, Control, Operation and Development) By-laws, 1979, governing the use of fishery harbours under the aegis of my Department, viz. Killybegs, Rossaveal and Castletownbere are rigorously enforced by harbour staff.

The dumping of any substance or material at sea is controlled by the Dumping at Sea Act, 1981 which provides that the dumping at sea of any substance or material is illegal except where such disposal is incidental or derived from the normal operation of a vessel or where a permit for the dumping has been granted by me. My Department would not regard the throwing overboard of fish or waste in a harbour as part of the normal operations of a fishing vessel and offenders are liable to prosecution.
