It is proposed to take Items Nos. 2, 6 and 7.

I wish to raise on the Adjournment the question of the industrial dispute at the ESB and the steps the Minister for Labour is taking to try to resolve the matter.

I will communicate with the Deputy in respect of that matter.

May I ask the Minister for Justice when it is proposed to introduce the Court Bill to transfer responsibility for the maintenance and upkeep of district courts from local authorities to the Office of Public Works and what he intends doing in the meantime in relation to the dispute at Kilmainham District Court as a result of rat infestation?

I will get the up-to-date position for the Deputy during the course of the day.

(Limerick East): I should like to ask the Minister for Finance why he thought it necessary for the Central Bank to issue such a sharp warning on fiscal policy in their recent report.

That hardly arises now, Deputy.

(Limerick East): I think it does.

It is not in order now.

(Limerick East): I will put myself in order, a Cheann Comhairle: do the Central Bank have budgetary information which the Minister has not made available to the House?

We are not talking of legislation.

(Limerick East): We are talking about information——

The Deputy will have to find another way of raising that matter.

(Limerick East): The warning was unprecedented in its length and trenchancy.

I seek your permission to raise on the Adjournment the issue of work conditions with Southern Unijig Components Limited at University College Dublin and the role of the Minister for Social Welfare, through the Job-search programme, in providing cheap labour for that company.

I will communicate with the Deputy.

May I ask the Minister for Finance to indicate when the legislation governing co-operatives, which was recently promised by the Minister for Industry and Commerce, will be introduced in this House given its relevance to the recently announced proposals for amalgamating co-operatives? In particular, will he indicate if this legislation has yet been approved in heads form by the Government.

I have no information on that at present. The Minister is not here but I will try to get the information and communicate with the Deputy.

The Minister for Finance should be aware that the Minister for Industry and Commerce again promised this legislation during the past day or so. I think it is legislation that has been promised by about ten different Ministers for Industry and Commerce at one stage or another.

If the Minister has promised it, I am sure it will be delivered.

The question is when.

In so far as that information is concerned, as I have said, I will try to find out and communicate with the Deputy.

May I ask the Minister for Finance if it is the Government's intention to introduce legislation to amend the fishing rod licence legislation and if the Minister for the Marine has agreed to meet the fisheries representatives——

I am afraid that matter clearly does not arise now. The Deputy should put down a question on a matter of that kind.

May I have a reply to my question about the legislation?

May I ask about the intended legislation, amending the existing legislation as has been indicated by the Minister——

None has been promised.

I wish to raise on the Adjournment the difficulties facing certain national schools which have been identified as disadvantaged for grant aid purposes but not for staffing purposes. I want to do so with particular reference to Scoil Fhursa in Kilmore West and, if the opportunity presents itself, I think Deputy Flaherty will want to raise the difficulties facing St. Joseph's School in Finglas.

I am aware of the concern of the Deputies and I will communicate with them.

Can I ask your indulgence a Cheann Comhairle to again ask the Minister for the Environment what plans or proposals he has to bring about an immediate improvement in the condition of county roads in County Cavan?

Please, Deputy.

It is a serious matter; it is a matter of life and death.

There are many ways and means open to the Deputy to ventilate his grievance in an orderly fashion.

I failed to get a response from the Minister on this matter.

The Deputy raised this matter yesterday morning and he was clearly out of order.

I am failing to get a response from the Minister.

I should like to ask your permission to raise on the Adjournment the continuing crisis in Galway Regional Hospital and the failure of the Minister for Health to appoint two members of Galway Corporation to the Western Health Board.

I will communicate with the Deputy. Deputy Stagg is offering again.

In view of your earlier ruling, a Cheann Comhairle, I should like your permission to raise on the Adjournment the crisis in the tourism industry arising from the failure of the Minister for the Marine to meet the fisheries representatives.

I will communicate with the Deputy.

May I ask the Minister for Justice whether the promised review of the extradition procedures in Part III of the 1965 Act has been initiated and, if so, when the report will be presented to the Oireachtas?

Is this dealing with legislation?

I think there will be a question in relation to that matter on the Order Paper next week.

May I ask the Minister for the Environment if, as a result of his discussions with local authorities in the Cork area on the recent flooding, he will introduce legislation amending the Local Authorities (Works) Act?

The Deputy should put down a question in relation to that matter.
