asked the Minister for Communications if he will outline future proposals to improve telecommunication links both internally and internationally; the capital cost in such projects; the way in which it is proposed to raise such capital; and the applications he has made to Brussels for funding of such projects.

Over the five-year period April 1989-March 1994, Telecom Éireann propose to invest some £670 million in the telecommunications network. The bulk of the investment will be in the telephone network area. Improving the quality of service necessitates continuing the technological enhancement of the networks, providing increased system security and replacing obsolete plant. For example, the target date for completion of the digitalisation of the network is 1991.

On the international front, links will be improved through investment in submarine optical fibre systems and satellite systems. This will ensure that Ireland is strategically positioned to attract new areas of world business in financial services and related sectors.

Telecom Éireann's capital expenditure will be financed from internal resources and borrowing, without recourse to the Exchequer.

Telecommunications projects qualify for aid of £33.022 million over the years 1987-91 under the EC STAR Programme. In addition, it is expected that many of BTÉ's investment projects will qualify for substantial assistance from the European Structural Funds.
