The review of the harbours acts will be a wide ranging review of the entire legislative code affecting commercial harbours and will not be confined to those areas which were updated in relation to the proposed Shannon Estuary Development Corporation Bill.
It will be some time before proposals in this area are finalised but the constitutional and functional provisions of the Harbours (Shannon Estuary Development Corporation) Bill, 1988, are indicative of what I have in mind, particularly in regard to the major harbours, as indicated in my speech which I circulated to Deputies on the occasion of the Dáil Debate on my Department's Estimate on 23 June 1988.
