asked the Minister for Foreign Affairs if there has been a change in the regulations governing the issue of visas to Libyan students in the last two years.

The Government decision of 3 July 1986 on visas for Libyan students continues to be applied and no visa is issued to a Libyan student without the agreement of the Minister for Foreign Affairs. There is not, however, and there has never been a general prohibition on Libyan students wishing to enter this country for study or training purposes. Bona fide applications from Libyan students wishing to come to Ireland and to participate in study or training courses are granted provided the applicant is not otherwise disqualified from entering Ireland.
