I move:

That leave be granted to introduce a Bill entitled an Act to provide for the prevention, control and elimination of derelict sites through the establishment of registers of such sites by Planning Authorities, to empower Planning Authorities to require certain works to render such sites non-derelict to be carried out or to carry out such works themselves or to have such works carried out on their behalf, to remove the reliefs which apply to vacant property in valuation and rating law where such property is in an urban or town area and is determined by the Rating Authority as being in a derelict state, or where structures are in a ruinous, demolished or dilapidated state, to introduce a new system of penal rating in respect of such properties, including properties in the ownership of the Rating Authority or other Public Body, for those purposes to amend and extend the Local Government Acts, 1925 to 1985 and to provide for related matters.

Question put and agreed to.
