asked the Minister for Foreign Affairs if he will make a statement on the dangers of famine recurring in Vietnam; his views on the likelihood of such a famine; and if any provisional plans for assistance have been made.

My Department has received some reports this year of severe food shortages in Vietnam, particularly in the northern provinces, due to a combination of drought, typhoons and insect pests. None of the recent reports refer to the imminence of famine conditions. I would expect to be informed by the major international relief agencies and other sources in Vietnam should such a situation arise.

My Department have sought to respond promptly to disasters as they arise on the basis of need and to the extent which our circumstances permit. Our response has involved the provision of grants in support of the relief activities of Irish and international relief agencies rather than direct participation in relief activities on our part. For this reason, the need for contingency planning does not arise.
