I am satisfied that the existing arrangements under which the secretary of my Department is the accounting officer for the Garda Síochána Vote does not impair the efficiency and effectiveness of the Garda Síochána. There is very considerable financial delegation to Garda officers and Garda management have a major input at all steps of the preparation of the annual Estimate in respect of the operational needs of the force.
