asked the Minister for Agriculture and Food the present position in regard to the EC proposal for direct income for farmers; the way in which these aids would apply in Ireland; where they would apply to the farmers who would qualify; if the aids would be available to part-time farmers; and the criteria which would be used.

The proposals made by the EC Commission for direct income aids for farmers are still under discussion by the Council of Ministers. At this stage there is no way of knowing whether they will be accepted or in what form. Pending a decision by the Council it is not possible to provide the remainder of the information requested.
