asked the Minister for Finance, in relation to the Government's White Paper A Better Way to Plan the Nation's Finances if it is his intention to implement the proposals set out in summary form on pages 43 to 46 of the document; the progress already made in relation to the implementation of these proposals; and if he will make a statement on the matter.

The Deputy is referring to a discussion document published in 1981 by a previous Government. The document put forward a large number of proposals covering different areas. A number of the proposals in the document were implemented either fully or partially. Others were found to be impracticable for one reason or another.

It is, however, my intention to seek ways to improve those financial procedures which come within my competence as Minister for Finance and in doing so I would have regard to some of the proposals in the 1981 document.
