Vol. 387 No. 4

Written Answers. - Grant Payments.

58.

asked the Minister for Agriculture and Food if his attention has been drawn to the fact that payments of disadvantaged area grants are not being made in the batch sequence which they had when finally processed by the local office; and if he will give the criteria used by his officers in the payment section to select those for payment.

As a general rule, computer payments are made within three weeks of receipt of batches in head office and in the sequence in which they are batched in local offices. In a situation where some 430,000 headage and premium payments are issued each year, it is inevitable that there will be exceptions to this rule but where they occur, they are due mainly to the necessity to resolve queries or discrepancies arising in the course of computer processing and occasionally to postal delays in transmission of batches.

asked the Minister for Agriculture and Food the provision which will be made in the case of a person (details supplied) in County Wexford who is a milk supplier; and if he will take appropriate measures to alleviate hardship in cases such as this.

I have sought to assist such small scale producers within the limited degree of flexibility available to me under community regulations. I have laid down that priority in the distribution of flexi-milk, and in the restructuring and temporary leasing schemes, will be given to producers whose quotas do not exceed 30,000 gallons.

I understand that the person indicated has received additional allocations of quota for 1988-89 under both of these schemes and that he will also be receiving a further quantity from flexi-milk which will help to reduce or perhaps eliminate entirely his superlevy liability.
