asked the Minister for Labour the names and functions of the commissions, committees, inter-departmental committees, working parties and State-sponsored bodies established by him and abolished by him since taking office.

The information requested by the Deputy is as follows:

—to carry out the functions of AnCO, the YEA and NMS — mainly training, placement and the operation of employment schemes.

Advisory Committee on Management Training

—to recommend on how management training can contribute more effectively to economic development.

—to examine the effectiveness of current provision including the need for rationalisation and co-ordination.

Inter-Departmental Committee on action to assist the long term unemployed

—to assess the impact of current programmes to help the long-term unemployed.

—to recommend an action plan for the next few years.

Inter-Departmental Committee on action to assist early school leavers

—to devise a programme catering for the needs of unqualified school leavers.

An Comhairle Oiliúna (AnCO)

—to provide training of persons for industry.

—to promote, facilitate, encourage, assist, coordinate and develop the provision of such training.

Youth Employment Agency.

—to develop, extend, operate, co-ordinate and integrate schemes for the training and employment of young persons.

National Manpower Service (formerly a section of the Department of Labour).

—to act as the national placement and job-find ing service.

—to operate employment programmes.

Social Guarantee Advisory Council.

—to advise on the implementation of the Social Guarantee involving the provision of training and employment-related opportunities for early school-leavers.

The functions of the disbanded AnCO, Youth Employment Agency and National Manpower Service have been assumed by FÁS.

The work of the Inter-Departmental Committee on Action to assist early school-leavers led to the introduction of Youthreach. This had implications for the Social Guarantee Advisory Board.
