asked the Minister for Communications the names and functions of the commissions, committees, interdepartmental committees, working parties and State-sponsored bodies established by him and abolished by him since taking office.

I would refer the Deputy to the reply given by me to Question No. 136 on this subject on 8 June 1988. The Independent Radio and Television Commission have been established in the meantime and their functions are set out in section 4 of the Radio and Television Act, 1988.

I attach a list of the names and functions of committees, interdepartmental committees and working parties which I established since taking office.

1. Committees

(i) National Ferry Safety Committee.

Function: To review safety procedures and standards on board Irish registered roll on/roll off ferries, to consider any measures necessary to improve safety and to make recommendations, as appropriate, on the ferry operations to the Minister for the Marine.

(ii) Search & Rescue Operations SubCommittee.

Function: To review search and rescue incidents in the immediately preceding period, to identify how improvements on the basis of experience can be made and arrange for their implementation and to establish and maintain the operation of agreed incident reporting and interagency communication.

(iii) Aquaculture Advisory Committee.

Function: To formalise and improve the efficiency of consultation procedures in respect of the aquaculture industry.

(iv) Aquaculture Management Committee.

Function: To optimise the efficiency and operation of State agencies involved in the development of aquaculture and to oversee EC and domestic grant aid schemes, and to monitor markets, husbandry, and the environment, and the progress of the industry in relation to BIM's plan, and Údarás na Gaeltachta's development strategy.

(v) Dun Laoghaire Planning Review Group.

Function: (1) (a) To consider and report on an outline management plan which would indicate the broad lines along which Dun Laoghaire Harbour, in all its facets, should evolve in the future, and how existing and potential users of the harbour can best be accommodated.

(b) Following consultation with the Harbour Liaison Committee to report on how best marina facilities might be provided at Dun Laoghaire in the context of the management plan.

(2) (a) To consider and report, in detail on what other developments, if any, should take place in the harbour area and where such developments should be located.

(b) What steps should be taken to bring about an integrated approach by the relevant authorities to secure the future of the harbour as a public amenity and enhance its value to the community as a whole.

(c) For these purposes to consult with the Harbour Liaison Committee and other such public or private interests as deemed necessary.

The Report of the Dun Laoghaire Planning Review Group was presented to the Minister in December, 1988.

International Review Body on Air/Sea Rescue Services.

Function: To examine the structure and the operation of the Air/Sea Rescue Services and to make recommendations to ensure a cost effective and efficient service to meet national and international requirements and to report at the earliest possible date.

2. Interdepartmental Committees.

Inter-Departmental Committee on the Deployment of Search and Rescue Helicopters.

Function: To consider the implications of and to make recommendations as regards the deployment of search and rescue helicopters.

Reported in October 1988.

3. Working Parties

Working Party on Fishing Vessel Safety.

Function: To review safety procedures and standards on board fishing vessels and to consider any measures necessary to improve safety.
