asked the Minister for the Environment the amount by which he intends to increase the financial allocation in the current year to Kildare County Council to enable that body to carry out emergency repairs to main and county roads within the county, having regard to the obvious lack of impact last year's allocation had on the problem of seriously deficient road conditions in Kildare; if his attention has been drawn to the condition of the above mentioned roads; if he accepts the need for urgent repairs; and if he will make a statement on the matter.

The primary responsibility for the network of non-national roads rests with the local authorities. Because of my concern about the condition of regional and county roads, I have made substantial increases in the levels of grant funding for these roads since 1987. I announced recently that the Government have agreed to a three year programme of works on these roads. The programme covers the period 1989 to 1991 and will cost £150 million in discretionary State grants. Individual local authorities will be notified of their 1989 road grant allocations later this week.
