asked the Minister for Defence the measures which are in place to avoid intrusion by foreign submarines into Irish waters; and if he will make a statement on the matter.

Limerick West): The Naval Service is responsible for the surveillance of Irish territorial waters. Vessels of the service are fitted with appropriate equipment to assist in this task.

It will be appreciated that foreign naval vessels are entitled under international law to transit the territorial waters of another state in exercise of a right of innocent passage. Submarines must travel on the surface in such cases and fly their flags.
