asked the Minister for Industry and Commerce the proposals the Government have to assist with funding the ambitious programme of work of the Young Ireland Movement in view of the needs and the valuable contribution to the promotion of Irish goods in our schools; and if he will make a statement on the matter.

I am aware of the great work being done by the Young Ireland Movement in the promotion of Irish goods through the second level education system.

The Deputy will be aware of the European Court ruling of 24 November 1982 in the "Guaranteed Irish" case. The court ruled that the Guaranteed Irish campaign and other measures to promote Irish goods, all operated by the Irish Goods Council, were in breach of Article 30 of the Treaty of Rome and that the State, by virtue of its funding of the IGC, was in breach of the treaty. The IGC was obliged to cease its involvement in the Guaranteed Irish campaign and Guaranteed Irish Ltd. was established as a private sector company with no State involvement or funding. As a result of the court ruling, unfortunately, the Government are not in a position to provide funding to any activities directed towards the promotion of Irish goods.

An application from the Young Ireland Movement for entry into the youth service grant scheme funded through the Department of Education is currently under consideration. Subject to their recognition as a bona fide youth organisation within the definition of the entry conditions of the scheme it may be possible, budgets permitting, to provide funding through this channel.

I am aware that the organisation is also constantly involved in raising funds from the private sector and I wish them continuing success in their endeavours in this regard. The professional advice and guidance of the State agencies is, of course, always available to Young Ireland.
