asked the Minister for the Environment the housing allocation and the number of new starts in each county council for 1989; the percentage increase/decrease on the 1988 figure for each respective area; and the basis for the allocations made between county councils or the assessment of need which has taken place in his Department in relation to local authority housing nationally.

I would refer the Deputy to the reply to Question No. 221 of 12 April, 1989 for details of the 1989 capital allocation to each county council for their housing construction programme. The estimated number of housing "starts" in 1989 by each county council is set out in the schedule which is being circulated with the Official Report and which also gives for each council the percentage variation in the 1989 capital allocations and "starts" compared with 1988.

The 1989 capital allocations to individual housing authorities were determined, within the overall Public Capital Programme provision for local authority housing, on the basis of estimated expenditure in 1989 on (1) commitments on their existing programme at 31 December, 1988 and (2) new work approved for commencement this year having regard to relative housing needs returned by the housing authorities as at 31 December, 1988.

The assessment of local authority housing needs is a matter for each housing authority in accordance with section 9 of the Housing Act, 1988. Housing authorities have been directed to make their initial assessment to establish their housing needs as at 30 September, 1989.
