Written Answers. - Mozambique National Resistance Recruits.

asked the Minister for Foreign Affairs if he accepts the findings of a research report (details supplied) submitted to the Ford Foundation which finds that the Mozambique National Resistance is recruited by force and sustained and controlled from South Africa; and the action which the Government will take to end this situation whether by unilateral, EC or United Nations initiatives.

The report to which the Deputy refers has only just become available to me. The report would appear to confirm information available from other sources to the effect that the Mozambique National Resistance (RENAMO) have operated since about 1980 under the control of elements of the South African armed forces and as the effective agent of South Africa's policy of destabilisation in Mozambique. The Government have consistently condemned the acts of aggression by South Africa through the medium of RENAMO and have repeatedly made known at the United Nations our position in this regard.

The Government have, however, noted the efforts by South Africa and Mozambique in the last months to improve relations and welcome the recent expression of willingness by South Africa to seek a political solution to the conflict. However, we are naturally concerned at what appears to be a lack of consistency between this approach and the attitude adopted by the military establishment. We, therefore, call once again on South Africa to honour fully its obligations under the 1984 Nkomati Accord revived last year.

The question of South Africa is kept under regular review in European political co-operation.
