Regulation 9 (f) of the Wireless Telegraphy (Television Programme Retransmission) Regulations, 1989, under which licences to MMDS operators will be issued stipulates that licensees cannot unreasonably refuse to provide service to a person within the area to which a licence relates. Licensed area boundaries will be drawn in such a way that there will be an operator responsible for providing service to every part of the country, excluding areas served by licensed cable systems.
