asked the Minister for Finance the reason it is not possible for some Civil Service pensioners to cash their paymaster general cheques in any post office but only through banks.

All payable orders, including pension warrants, drawn on the Paymaster General must be presented for payment through a bank because they are crossed documents and as such are governed by the provisions of the Bills of Exchange Act, 1882. The Act protects the Exchequer in the event of fraud or forgery. This protection would not be available in cases involving fraudulent encashments at post offices.
