asked the Minister for Communications if a Management Advisory Committee and a system of accountable management on the lines envisaged in the 1985 White Paper on the Public Service Serving the Public Better are now in operation in his Department; and, if not, whether he has any plans to introduce such a system.

The answer to both aspects of the question is yes. The management system in place takes account of the size of the Department which lends itself to regular and frequent, and less formal, reviews of aims, objectives and progress.

My Department attaches considerable importance to financial management. Line managers work to budget allocations within the Vote. The Department's information technology plan has given priority to the introduction of a computerised financial management system which is being implemented on a phased basis.
