asked the Minister for Social Welfare if a Management Advisory Committee and a system of accountable management on the lines envisaged in the 1985 White Paper on the Public Service Serving the Public Better are now in operation in his Department; and, if not, whether he has any plans to introduce such a system.

Towards the end of 1985 my Department underwent a major reorganisational change in order to effect better management and improve the quality of service offered to the public. The Social Welfare Services Office, SWSO, was created as an executive office charged with the delivery of the social welfare services of the Department of Social Welfare to the public.

A Management Advisory Committee consisting of the Secretary, the Director of the SWSO and the Assistant Secretaries was established and it set out the role, aims and objectives of the Social Welfare Services Office. These objectives are used by all heads of branches to set targets for their particular work areas. These objectives are reviewed on an ongoing basis and this review forms the basis of the management information system required for the efficient administration of the services of my Department.

Meetings of the management staff of my Department take place on a formal and informal basis as required.
