Given the nature of MMDS technology, when primary transmitters are installed and in operation, the possibility of subscribing to the service will exist throughout the service areas of the transmitters. It will be a commercial decision for persons in the service area to decide to subscribe to service in the first year and one over which I have no control.
Based on the projection of penetration from the applicants for MMDS licences, which vary from franchise area to franchise area I will lay down a minimum number of subscribers to be achieved in each licensed area within 12 months of the licence coming into force.
