asked the Minister for the Marine whether the stabilisers on the Earl Harold were functioning on the night of 11 April 1989 on the route between Rosslare and Pembroke; if weather conditions were such that it was safe to travel without stabilisers; if there were any other occasions when similar incidents occurred; and if he will make a statement on the matter.

The fitting and operation of stabilisers is not an international or national safety requirement in respect of merchant or passenger ships. The operation of stabilisers, if fitted, is a matter for the ship's master.
