asked the Minister for the Environment if he will sanction a fixed repayment rate on Housing Finance Agency loan for a person (details supplied) in County Cork; and if he will clarify the position with regard to any change which has taken place on repayment rates.

Income related loans are repaid on the basis of a fixed percentage of the borrower's income in the previous tax year. A borrower may apply to his local authority to have his repayments changed from an income-related basis to the traditional annuity basis.
