asked the Minister for Justice if the Government will consider the freeze marking of horses as this would make the ownership of stray horses immediately identifiable; and if he will make a statement on the matter.

I am aware that a proposal regarding the freeze marking of horses is included in a submission by the Irish Society for the Prevention of Cruelty to Animals dealing with possible new legislation on horses generally. However, I do not consider that the matters dealt with in the submission are primarily the responsibility of my Department.

The Minister for Agriculture and Food indicated recently — Official Report for 13 April 1988, Vol. 388, No. 6, col. 1525 — that the submission was being examined in his Department.
