asked the Minister for Foreign Affairs whether he has received the promised report on the present Tibetan situation from the Irish Ambassador to Beijing; and if he will make a statement on the matter.

As part of his normal diplomatic reporting function on the political situation in China, the Irish Ambassador to Beijing has been reporting on the situation in Tibet on the basis of the information available to him and will continue to do so.

The Heads of Mission of the Twelve member states of the European Communities in Beijing also exchange views regularly on the situation in Tibet, as they do on the situation in China more generally. Having recently considered developments in regard to Tibet, the Twelve member states, including Ireland, decided that it would be right, in the context of the commitments of the Chinese authorities to ensure full respect for human rights, to convey their concern by way of a joint approach to the Chinese Government. Accordingly, a demarche on Tibet was made to the Chinese Ministry of Foreign Affairs in Beijing on 21 March 1989 on behalf of all Twelve member states of the Community.
