asked the Minister for the Environment if his attention has been drawn to the fact that in Working Paper No. 9Conservation presented to Dublin County Council at their meeting of 16 December 1988 as part of the review of the County Dublin Development Plan, it was stated that the strategy of the council has been to proceed in the first instance with the Liffey Valley Special Amenity Area Order, to clarify legal and procedural issues, before embarking on Special Amenity Area Orders for the other areas; and if he will make a statement on the matter.

I have no function in the preparation or consideration of any documents by planning authorities as part of their review of a development plan, nor have I any function in relation to the particular strategy chosen by the planning authority in their consideration of such review. The review of a development plan is a matter for the relevant planning authority under section 20 of the Local Government (Planning and Development) Act, 1963.
