asked the Minister for Tourism and Transport the reason Ireland has withheld approval on the 1984 International Civil Aviation Organisation proposals to ensure the safety of civil aircraft as outlined in reports (details supplied); and whether he will make a statement regarding his intentions in relation to the signing and ratification of these proposals.

Ireland fully supports the bringing into operation of the 1984 Protocol to the Chicago Convention. The necessary steps have been taken to permit ratification of the Protocol by Ireland and I expect that ratification will be effected in about one month.

Ireland was unable to proceed with ratification of the Protocol until the necessary enabling legislation had been enacted and the terms of the Protocol approved by Dáil Éireann pursuant to Article 29.5 of the Constitution. The enabling legislation is sections 38 to 40 of the Air Navigation and Transport Act, 1988 (No.15) and Dáil Éireann approved the terms of the Protocol on 12 May 1988.
