asked the Minister for Agriculture and Food whether any legislation sponsored by his Department and passed by the Houses of the Oireachtas requires the issuing of ministerial regulations before becoming fully operational; the date of the passage of any such legislation; and the present position regarding the preparation of the regulations required.

The position in regard to legislation for which I am responsible and in respect of which the necessary implementing regulations have yet to come into operation is as follows: (a) Abattoirs Act, 1988 (3 April, 1988)—Before this Act can be implemented four sets of detailed regulations have to be introduced and full-time veterinary staff have to be recruited and trained. These matters are in hand and it is proposed to commence very shortly the process of inspecting abattoirs with a view to licensing them in early autumn. (b) Diseases of Animals Act, 1966 (1 March, 1966) —There are some sections of the Act regarding the control of animal desease which it has not yet been found necessary to invoke.
