asked the Minister for the Marine whether any legislation sponsored by his Department and passed by the Houses of the Oireachtas requires the issuing of ministerial regulations before becoming fully operational; the date of the passage of any such legislation; and the present position regarding the preparation of the regulations required.

The Oil Pollution of the Sea (Civil Liability and Compensation) Act was passed by the Houses of the Oireachtas and signed by the President in May 1988. The legislation requires four ministerial regulations to be made. These orders are at an advanced stage in my Department and the Attorney General's Office. It is expected that the regulations will be finalised and signed by me in the next few months.
