asked the Minister for the Environment the reason for the delay in implementing the smoke-free zones in Dublin; and the action he proposes to take.

The statutory process for the making of special control area orders under Part IV of the Air pollution Act, 1987, in Dublin is ongoing and there has been no avoidable delay. When I confirmed the first order for part of Ballyfermot in November 1988, I announced my intention of commissioning an intensive smoke emissions testing programme for fuels and appliances, and I made it clear at that time that I would not confirm any further special control area orders until such tests were completed and the results analysed. These results will be considered in the course of a forthcoming oral hearing in relation to a special control area order for another part of Ballyfermot which is scheduled to commence on 7 June. I will consider the position as regards special control area orders which have been made for other areas of Dublin in the light of the outcome of that hearing.
