University of Limerick Bill, 1989: Allocation of Time.

In relation to Nos. 3 and 4, notwithstanding the order of the Dáil this morning, the following arrangements shall apply. The speech of the spokesperson for each of the parties in the course of the debate on Second Stage of the Bills shall not exceed 30 minutes and the speech of any other Member called on shall not exceed 15 minutes. The Minister for Education shall be called on to conclude the debate not later than 5.30 p.m. and the proceedings on Second Stages of the Bills if not previously concluded shall be brought to a conclusion by 6 p.m. by one question. The proceedings on the subsequent stages of the Bills if not previously concluded shall be brought to a conclusion at 7 p.m. by one question which shall be put from the Chair and which shall in relation to amendments include only amendments set down by the Minister for Education.

It is my intention that my contribution as party spokesman will be quite brief and in those circumstances I would wish that my colleague, Deputy Garret FitzGerald, would have the opportunity to make the longer contribution.

Deputy Birmingham appreciates that ordinarily that point will be reached when he is called upon. At that time it will be appropriate for him, and I am sure he can anticipate the agreement of the House, to share his time. I must look now for the agreement of the House to what has been proposed by the Government Chief Whip. Is it agreed? Agreed.
