asked the Minister for Energy if he will introduce a moratorium on all mining activities in the Delphi/Doolough/Croagh Patrick areas of County Mayo pending a Government assessment of the position and in view of the controversy and anxiety in the areas at present; and if he will make a statement on the matter.

In future no mining licence will be granted by me unless a full and detailed environmental impact assessment has been carried out by an independent expert acceptable to my Department. This new departure is in line with the clear policy statement set out in the Programme for Government.

These studies will ensure that the most rigorous environmental standards will be met by any proposed new mining activities. These arrangements will be complementary to the normal existing procedures and requirements of the local planning authorities.
