asked the Minister for Education the reason a person (details supplied) in County Kerry was refused a higher eduation grant, given that his father's gross income for the relevant year was less than the income allowed for grant purposes.

Under the terms of clause 2 (c) (iii) of the higher education grants scheme, for a candidate to be eligible for the award of a grant, the reckonable income of the candidate and of the candidate's parents or guardians must be within the income limits set out in the relevant scheme. For the purpose of the scheme reckonable income means gross income from all sources, less any sum paid by way of contribution to a superannuation fund, and excluding also children's allowances under the Social Welfare Acts, holiday earnings of the candidate and payments under the family income supplement scheme. In calculating the reckonable income which may be taken into account, positive income from one source may not be reduced by losses from another source.

It is understood from Kerry County Council, the body statutorily entrusted with the administration of the scheme in this person's area, that the reckonable income (calculated in accordance with these guidelines) of the applicants' parents exceeds the limit for the award of a grant.
