asked the Minister for Agriculture and Food if he will outline any changes proposed or envisaged in the administration of farm grants or the allocation of milk quotas to young farmers for 1992.

I propose to take Questions Nos. 123 and 124 together.

No changes are proposed in the administration of farm grants in 1992. Proposed amendments to the regulations governing existing schemes funded by the guidance section of FEOGA are under discussion by the Council of Agricultural Ministers. Pending the outcome of these discussions it is not possible to state what changes will be made in those schemes. No decisions have been taken on the introduction of any new schemes.

In so far as milk quotas are concerned, the EC Commission is due to submit a report to the Council on the operation of the system from 1992 onwards. This report is expected some time next year.
