asked the Minister for the Environment the amount of rate support grant given to each local authority since 1980; and the way in which this compares in real terms with the 1980 figure.

I refer the Deputy to Question No. 166 of 15 November 1988 for details of rate support grant paid for the years 1980 to 1987 and to Question No. 253 of 19 October 1988 for details in respect of 1988. The rate support grant allocated for 1989, following adjustment in respect of ESB rates, is set out in the following tabular statement which I propose to have circulated in the Official Report.
The rate support grant has been adjusted on a number of occasions in recent years in respect of the elimination of local authority financial responsibility for contributions towards supplementary welfare allowances, maintenance of arterial drainage schemes, county committees of agriculture, loan charges written off under the Local Loans Fund (Amendment) Act, 1987 and in respect of rates payable by the ESB to local authorities. These adjustments therefore, make comparison in real terms of the grant in 1989 with the grants paid in previous years unreliable.
