asked the Minister for Defence in respect of the second line reserve, the average length of effective service of (i) private and (ii) junior non-commissioned officer ranks, (iii) the numbers enlisted to private/seaman rank in (a) 1964, (b) 1969, (c) 1979, (d) 1988 and (e) to 30 September 1989 and (iv) the number by rank who were posted non-effective in (a) 1964, (b) 1969, (c) 1979, (d) 1988 and (e) to 30 September 1989; and in light of the data provided above, if he will make a statement on the matter.

The information requested in regard to average length of effective service is not readily available. I will communicate with the Deputy in the matter shortly.

The number of privates/seamen enlisted was as follows: 1964, 6,090; 1969, 5,398; 1979, 4,506; 1988, 3,154; 1989 (to 30 September), 1,962.

The number of NCOs and privates posted non-effective was as follows: 1964, 4,066; 1969, 4,017; 1979, 3,239; 1988, 784; 1989 (to 30 September), 874.

asked the Minister for Defence in respect of the second line reserve; (i) the number of new centres/sub-unit headquarters opened in the period from January 1979 to September 1989, (ii) their locations and the units occupying same, (iii) whether FCA/Slua Muirí sub-unit headquarters are located in Shannon town, County Clare; Ballymun, Dublin 11; Leixlip, Naas and Maynooth, County Kildare; Tallaght, Dublin 24; Greystones, County Wicklow and Skerries, County Dublin, (iv) the number and location of sub-unit headquarters closed in the period 1 January 1979 to 30 September 1989; and if he will make a statement on the policy and criteria adopted by him in this matter in the context of greater administration and the shift of population.

The information sought is as follows:

(i) Eleven new centres were opened during the period in question.

(ii) The location of these centres and the units using them are:

Eastern Command

Three new centres opened in Tallaght, Dublin 24

20 Inf Bn

One new centre opened in Rathdrum, County Wicklow

21 Inf Bn

One new centre opened in Rathnew, County Wicklow

21 Inf Bn

Southern Command

One new centre opened in Knockvilla, County Cork

One new centre opened in Corofin, County Clare

One new centre opened in Miltown Malbay, County Clare

(iii) A sub-unit headquarters is located in Naas, County Kildare, for the 6th Battery, 6th Field Artillery Regiment. Sub-unit headquarters are not located in the other areas referred to.

(iv) No closure of centres took place during the period in question.

Military requirements, recruitment opportunities and the availability of funding are determining factors in the overall policy in relation to the opening and closing of centres and regard is had in this context to demographic changes as well as to any other relevant matters. Policy in this area is kept under continual review.

88.

asked the Minister for Defence in respect of the first and second line reserves (i) the rates of gratuity for officers, non-commissioned officers and men as on 1 January 1964, (ii) the changes since then differentiated by date and amount, (iii) the change in the consumer price index since 1964, (iv) the number by rank paid the full rates of gratuity in (a) 1964, (b) 1969, (c) 1979, (d) 1988 and (e) to 30 September 1989; and if he will make a statement on an increase in the level of gratuities.

The rates of gratuities payable since 1 January 1964 are set out in the attached statements. There has been an increase of approximately 878 per cent in the consumer price index since 1964.

Records in respect of gratuities paid in 1964, 1969 and 1979 are no longer available. In 1988 the full rates of gratuities were paid to 121 officers and 439 other ranks of the First Line Reserve and to 643 officers and 7,254 other ranks of the FCA and An Slua Muirí.

In 1989 to date the full rates of gratuities have been paid to 573 officers and 6,231 other ranks of the FCA and An Slua Muirí. Payment of gratuities to the First Line Reserves for 1989 is due to be made in December 1989. The rates of gratuities are reviewed from time to time. The present level is regarded as adequate.

asked the Minister for Defence regarding the second line reserve (i) in respect of those who have not received an adverse confidential report in the previous two years and who have attended the relevant number of annual training periods, the criteria for promotion to Lieutenant, Captain and Commandant, (ii) the number of officers by rank, corps and command who fulfilled the criteria at 16 October 1989 and who have not been promoted, (iii) the number of officers by rank, corps, and command who have been promoted in the period 1 January 1989 to 16 October 1989 and (iv) the number of officers who hold the appointment of infantry company second in command who are (a) Captains and (b) Lieutenants; and if he will make a statement on the general subject of promotion.

Promotions in An Fórsa Cosanta Áitiúil are made in the light of recommendations from the military authorities and the availability of vacancies. The specific information requested by the Deputy is as follows:

(i) Second Lieutenant to Lieutenant

(1) Four years' service in the rank of Second Lieutenant.

(2) Rated satisfactory in his two latest years' of service as a Second Lieutenant.

(3) Attended annual training in two of the preceding three years.

(4) Recommended as suitable for promotion by his Unit OC, Brigade OC and Command OC.

Lieutenant to Captain

(1) Have a minimum of five years' service in the rank of Lieutenant.

(2) Have been rated satisfactory in the preceding five years of service.

(3) Have attended annual training in three of the preceding five years.

(4) Be recommended as suitable for promotion by his Unit OC, Brigade OC and Command OC.

Captain to Commandant

(1) Have a minimum of three years in rank of Captain.

(2) Have attended annual training in four of the preceding six years.

(3) Have a genuine sense of dedication to the well being of the Force as illustrated by:

(a) Attendance record at training sessions.

(b) Involvement in on-duty and off-duty activity by members.

(c) Interest in welfare of individual members.

(d) Active interest in recruitment.

(e) Ready acceptance of responsibility in administrative matters.

(f) Active engagement in the preparation of training plans.

(g) High standard of discipline and conduct.

(h) Example given to subordinates.

(4) Be recommended by his Unit OC, Brigade OC and Command OC as suitable for and competent to hold senior rank.

(ii) Number of officers who at 16 October 1989 had fulfilled the conditions for promotion in respect of (a) length of service in existing ranks, (b) attendance at annual training and (c) conduct rating and have not been promoted.

(iv) The number of Second in Command appointments at the rank of Captain in the Infantry Corps is 83. Of these 49 are filled by Captains and 13 by Lieutenants and 21 appointments are currently vacant.
