asked the Minister for Defence if the Government have an explicit policy of maintaining on national territory sufficient productive capacity for, or stores of, goods necessary for life in order to enable it to maintain a policy of neutrality in the event of armed conflict; and the way in which this policy is being pursued.

Each Government Department is responsible for preparing and monitoring detailed plans in its own area of concern to deal with a wartime emergency. An interdepartmental committee oversee the preparation and implementation of these plans. Such plans are based on the country remaining neutral and provide for the maintenance of essential productive capacity and for the maintenance of emergency stocks.
