asked the Minister for Labour when he proposes to introduce legislation to reform the Industrial Relations Act, 1906, having regard to the question of its constitutionality and the consequent exposure of the worker's basic right to withdraw his or her labour being legally challenged; and if he will make a statement on the matter.

The Industrial Relations Bill, 1989, which will be presented to the Dáil this week, provides among other things for the repeal of the Trade Disputes Act, 1906, and for the re-enactment, with certain amendments, of its main provisions. These amendments take account of the issues mentioned by the Deputy.
