asked the Minister for Energy if he has examined the headage grant scheme for small farmers; and if he has any new proposals in this regard.

The forestry headage payments scheme has been examined in the context of a new EC Regulation adopted on 18 June 1989. This regulation makes provision for payment by member states of an annual forestry premium to farmers who afforest land. My Department propose to replace the existing forestry headage payments by the new premium provided for in the Regulation.

May I ask the Minister if this scheme will apply to the 1989-90 applicants or when will it commence?

I hope to have it with the Commission and to be in a position to make an announcement about it in early January. Any person who made an application since 18 June 1989 will qualify under the terms of the new scheme.
