asked the Minister for Social Welfare the estimated cost of extending the pro rata old age contributory pension entitlement to persons with mixed insurance records and with average contributions of five to 19 per annum; and the number of persons which would be involved.

The provision for pro-rata old age pensions for contribution averages below 20 applies to persons who became compulsorily insurable for pension in April 1974 but failed to qualify for pension because of gaps in their insurance record caused by the operation of the remuneration limit. The provision of similar arrangements for persons with mixed insurance whose insurance record is not sufficient to qualify them for pensions would have significant cost implications. Detailed estimates of the costs involved are being compiled at present and I will notify the Deputy of the information.
