asked the Minister for Social Welfare if he will extend the free fuel scheme in order that it would take into account the overall heating needs of the family and, specifically, to include provision for a clean, efficient fuel burner and adequate insulation.

The national fuel scheme is intended to assist households who are dependent on long-term social welfare or health board payments and who are unable to provide for their heating needs. Assistance is provided by means of an additional weekly payment, currently £5, payable to qualified households for the duration of the 26 week heating season. The allowance is paid by cash or payable order which allows the clients full flexibility in relation to the purchase of whatever type of fuel meets their requirements.

I am satisfied that this scheme is achieving its objectives and that an extension, along the lines suggested, is beyond the scope of the scheme.
