asked the Minister for Finance if the Government have any plans to implement the recommendations of the Hume report.

The Hume report on the regional problems of Ireland was completed in July 1987. In essence, the report incorporates a summary of problems confronting Ireland, an explanatory statement which includes details of the Irish economy, social conditions, structure of Government and administration and the Community contribution to date, together with a list of recommendations to the Irish Government and to the Commission.

The report was but one of a series of reports, submissions and consultations which informed the Government's thinking in regard to the preparation of the National Development Plan 1989-1993 and the negotiation of the Community Support Framework for Ireland — CSF — completed in October last.

The bulk of the recommendations made are reflected in the specific priorities adopted in Community Support Framework and in the measures to be taken on foot of the various operational programmes. Copies of the CSF have been placed in the Dáil Library.

In addition to the recommendations germane to the CSF the report contains a recommendation in regard to decentralisation of Government Departments. The Deputy will be aware of the Government's successful policy in this area. Already under phase 1 of the programme approximately 1,000 civil servants have been relocated to four centres and a further 2,000 are due to be relocated in phase 2. It is expected that 510 of phase 2 will be relocated by the end of 1990.
