Question:

117 Mr. Quinn asked the Minister for Finance if he proposes to establish on a statutory basis the regional structure of the country drawn up by his Department in consultation with other Government Departments in relation to Ireland's application for Structural Funds; and if he will make a statement on the matter.

I presume the Deputy is referring to the sub-regional advisory and working groups which were set up to assist in the preparation of the National Development Plan, which forms the basis of Ireland's application for Structural Fund aid.

The Community Support Framework, which has been agreed between the Government and the EC Commission— and which governs disbursements from the Structural Funds to the end of 1993 —provides that the sub-regional advisory and working groups be merged to form sub-regional review committees. The Community Support Framework provides that the sub-regional review committees will monitor implementation of Structural Fund measures at sub-regional level and they will be regularly informed and consulted by the agencies responsible for implementing operational programmes.

As the role of the sub-regional review committees is the subject of an agreement with the EC Commission, as outlined in the Community Support Framework, it is not proposed to establish them on a statutory basis.
