Local Authorities (Officers and Employees) (Amendment) Bill, 1990: First Stage.

Leave granted to introduce a Bill entitled an Act to amend the Local Authorities (Officers and Employees) Act, 1926.

This Bill would change the method of appointment of teachers and the method of promotion of teachers in the vocational education system.

Is the Bill opposed?

We have no notice of this.

You have had three days' notice. It was on the Order Paper on Tuesday and Wednesday and is on it again today. That is more than sufficient notice.

It is normally the courteous practice to indicate that a Bill is to be moved, but it does not matter.

I indicated on Tuesday that it would be moved but did not move it on that day in order to give the Government time to consider it. As it is now Thursday, I would have thought the Government would have made up their mind.

It is a piece of rubbish anyway. It is not opposed.

Is the Taoiseach aware that the Teachers' Union of Ireland support this Bill enthusiastically and does his reference to this Bill represent the Government attitude to that union?

There will be time to discuss this Bill in due course.

Please, Deputy Bruton, we cannot debate the matter now.

Perhaps the Taoiseach has allowed himself to make a mistake in terms of industrial relations.

This is an act of gross disorder.

The Taoiseach is guilty of gross bad manners.

This is a disgraceful performance. Deputy Bruton, I will ask you to leave the House if you say another word.

Deputy Bruton did not allow me to decide whether this matter was in order. I have had enough of this disorder. The motion to introduce the Bill is agreed and will be taken in Private Members' Time in accordance with Standing Orders.
